Clint Eastwood directs and scores possibly his best movie to date. Sean Penn and Tim Robbins do big, chunky, Proper Acting. Echoes of Sleepers and Once Upon a Time in America, very little that is new, but so somberly done, so studied and lingering. It’s clear that this is about our post 9/11 nightmare, but like Spike Lee’s 25th Hour it’s by no means a cash-in.
